Mrs Scott makes a distinction between 2 types of French people.

Mrs Scott says that the northern French are
1. very unfriendly.
2. very friendly.
3. very Mediterranean.

Accoprding to Mrs Scott, the French people in the south of France are friendlier than those in the north as seen in this map with differnt types of French people in both halves.

Mrs Scott uses the second conditional tense: if she had the opportunity, she would not make a best friend of a French person. This verb tense is for a future action which is not probable. The Real English summary of this tense is here.
